Software engineering standards developers and users met during September 1994 to develop and initiate an international Action Plan for standards development. The IEEE-sponsored Software Engineering Standards Forum brought together
representatives from the international software standards community to examine
crucial issues and influence the future direction of software engineering
standards. The impetus for the workshop was the observation by the IEEE Computer Society Technical Council on Software Engineering (TCSE)'s Software Engineering Committee that there is an overabundance of software engineering standards appearing in both the U.S. and abroad without a concerted plan.
The workshop consisted of a series of panels that addressed the quality of
software engineering standards, standards characteristics and acceptance, U.S.
Government use of commercial standards, the need to develop an integrated set of standards, compliance criteria and conformance to standards, and systems
engineering issues. The primary goal of the workshop was to produce an Action
Plan. Organizations such as the International Organization for Standardization
(ISO) are expected to play a major role in implementing the plan.
The second Software Engineering Standards Forum is scheduled for August 1995, in Montreal, Quebec, Canada. The workshop will be held in conjunction with the
Second International Symposium on Software Engineering Standards (ISSES '95).
