National Software Council -
Call for Participation

Should there be a national-level council for US industry, government and academia to address software industry policy and competitiveness issues?

At the August 1993 USAF software workshop at Cooperstown, New York, formation of a National Software Council (NSC) was proposed to address national-level software issues. A March 1994 report to Mr. Lloyd Mosemann, USAF/AKQS, outlined the rationale, initial vision, an implementation strategy for forming a National Software Council and recommended that the National Security Industrial Association (NSIA) Software and Information Systems Committee (SISC) organize a team to lead an effort to formulate and organize an NSC Implementation and Organizing Committee.

The NSC is envisioned to be a national-level body representing the entire software industry; thus, DoD participation is expected to be in proportion to its influence on national software interests. The NSIA-SISC working group on the NSC, chaired by Mr. John J. Marciniak, has begun to identify the key issues; a set of candidate participants in the NSC-IOC and, plans for a late Summer 1994 NSC transition workshop.
