A variety of full and half-day tutorials were conducted on April 19, 1993. An Introduction to Software Engineering, was presented by Major William Rogers and Captain Dawn Guido (USAF). Jeannie Clifton and Kyle Rone (IBM) dealt with Software Quality through Metrics and Inspections. Process Improvement was the focus of a tutorial presented by David McKeehan (Software Engineering Institute). Evan Lock (Computer Command and Control Company) led a tutorial on Reengineering and James Hess (USA) explored Reuse. Randy Morris (Software Technology & Tools, Inc.) presented a tutorial on Object Oriented Analysis and Sylvia Mooney (USA) presented the Ada Implementation portion of the tutorial. Configuration Management was the theme for the tutorial led by William Dean (Air Force Institute of Technology). John Maher (SEI) moderated the tutorial on Managing Technology Change and John Brackett (Boston University) led the tutorial which focused on Software Process Definition.
Maj Gen (Select) Lester L. Lyles, USAF, Vice Commander, Ogden Air Logistics Center, welcomed the attendees and discussed some of the work conducted by the STSC. The Honorable Michael O. Leavitt, Governor of the State of Utah, welcomed all of the participants to the Salt Lake area. Following the Governor's comments, the joint service perspectives of software were provided via a panel discussion by VADM Jerry O. Tuttle, USN, LTG Peter A. Kind, USA, and Lt Gen (Select) Carl G. O'Berry, USAF.
Each of the speakers emphasized the need to increase the effectiveness of software in a constrained economic environment. LTG Kind said, "with reductions in resources across the board, software will be used to extend and expand the capabilities of our military systems. To do so, we must energize the services to implement initiatives supporting the development and quantitative measurement of software." Both Lt Gen O'Berry, USAF, Deputy Chief of Staff, Command, Control, Communications, and Computers (C4) Systems and VADM Tuttle, USN, Director, Space and Electronic Warfare, stressed the advantages that quality software provide in assuring our leadership position in military power and as an aid to our war fighting capabilities.
The keynote address was delivered to the attendees by Lt Gen Albert J. Edmonds, USAF, Vice Director for Command, Control, Communications and Computer (C4) Systems and Deputy director for defense-wide C4 support for the Joint Staff. In his remarks, Lt Gen Edmonds emphasized aspects of the conference theme of "Software -- the Force Multiplier."
Approximately 120 presentation tracks were offered and conference attendees were able to select from a wide variety of topics which included presentations on software reuse, environments, aspects of Ada and Ada implementation, software inspection, quality measurement and management techniques, process improvement, software maintenance and change management. Perspectives ranged from the theoretical to practical implementations within this country and abroad.
Concurrent with the presentation tracks was the opportunity to obtain information on and view demonstrations by 56 different exhibitors. Each vendor was provided the opportunity to give a 20-minute presentation during the Exhibitor tracks held on April 20-21, 1993.
Asecond panel discussion was held on April 22nd. Panel members included Col David Chadwick, USMC, Vice Commander of the Naval Information Systems Management Center; Charles Austin, USA, Program Executive Officer for STAMIS; and CDR Ronald Elliot, USMC, Marine Corps Systems Command. The panel was moderated by Col Charles Fuller of Hill AFB, UT. Following the panel, Mr. Lloyd K. Mosemann, II, Deputy Assistant Secretary of the Air Force, provided the closing address to the conference attendees.
